Located in Dept. of Parks, Recreation & Conservation - Katonah (ROTATING SHIFTS): Under general supervision, an incumbent of this class performs a wide variety of grounds maintenance, repair, design and installation at the journeyman level. Work includes the laying out jobs sufficiently complex to require advanced planning and maintaining necessary records and supplies. Work is performed with considerable independence but usually results from written or oral instructions. Incumbents may work as part of a crew, serve as a lead worker on specific projects and/or may supervise a number of lower-level maintenance and labor employees. The journeyman is fully proficient in the skills and practices of the trade, with full knowledge of the principles, tools and techniques. Duties also involve assisting in planning, repairs and alterations, estimating material and staffing requirements and preparing rough plans and sketches. The journeyman has the responsibility for determining methods, techniques, materials and devices best suited to complete projects. Work at this level may be completed with little or no check during progress or on completion, but the supervisor may check overall work to see that it meets trade standards. Does related work as required.
Required
Either: (a) high school or equivalency diploma and four years of experience in the maintenance of grounds; or (b) a specialized high school diploma or trade certificate in Urban Forestry, agriculture, horticulture, or a related field and three (3) years of work experience in a park facility or grounds maintenance agency, which must have involved at least one (1) year of tree maintenance work; or (c) six years of work experience, including four years as indicated in (a).
Substitutions
Satisfactory completion of 30 credits may be substituted on a year for year basis for up to two years of the required experience. Education should show a concentration in agricultural or horticultural technology.
Special Requirements
(1) Depending on work assignment, must possess and maintain a valid Commercial Driver’s License (CDL) appropriate to the vehicle(s) operated. (2) Depending on work assignment, must be a Certified Pesticide Applicator in New York State, within the appropriate category. (3) Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety.

For the Department of Social Service, programs include Temporary Assistance to Needy Families (TANF), Emergency Assistance to Families (EAF), Emergency Assistance to Adults (EAA), Housing, Medical Assistance, Medicaid, Food stamps (SNAP), Child Support Enforcement, and numerous other temporary assistance programs and services. At Westchester Community College, the work involves determining eligibility for financial aid. An incumbent assigned to either department is expected to learn applicable program regulations, policies and procedures to relieve superiors of the more routine tasks and support functions associated with the eligibility process, including contact with customers, vendor agencies or students to provide information about programs as well as gather information relating to cases and student records in all phases of disposition. Located in the Department of Health – Mount Kisco: Under general supervision, this class functions as a fully competent Professional Engineer in public health or environmental engineering or in the more specialized phases of public health and environmental engineering and public health programs. The incumbent shall apply engineering principles for the detection, evaluation, control and management of those factors in the environment which influence public health. The incumbent independently performs assignments with instructions as to general results expected, plans and performs work requiring judgment in the evaluation, selection, adaptation and modification of standard techniques, procedures and criteria. Senior Engineers give direction to and review the daily work of engineers, sanitarians and others who assist on specific assignments. Incumbents in this title will be required to possess NYS Professional Engineering licensure upon successful completion of their probationary period. This level differs from the NYS licensed Associate Engineer in that the Associate is responsible for the administrative supervision of a unit. This level differs from the Assistant Engineer in the greater responsibility and complexity of assignments, along with the responsibility for training of lower-level engineers within the department.
