Under general supervision, this class functions as a fully competent Professional Engineer in public health or environmental engineering or in the more specialized phases of public health and environmental engineering and public health programs. Under general supervision, an incumbent of this class performs a wide variety of grounds maintenance, repair, design and installation at the journeyman level. Work includes the laying out jobs sufficiently complex to require advanced planning and maintaining necessary records and supplies. Work is performed with considerable independence but usually results from written or oral instructions. Incumbents may work as part of a crew, serve as a lead worker on specific projects and/or may supervise a number of lower-level maintenance and labor employees. The journeyman is fully proficient in the skills and practices of the trade, with full knowledge of the principles, tools and techniques. Duties also involve assisting in planning, repairs and alterations, estimating material and staffing requirements and preparing rough plans and sketches. The journeyman has the responsibility for determining methods, techniques, materials and devices best suited to complete projects. Work at this level may be completed with little or no check during progress or on completion, but the supervisor may check overall work to see that it meets trade standards. An incumbent applies engineering principles for the detection, evaluation, control and management of those factors in the environment which influence public health. The incumbent reviews and evaluates applications for proposed wastewater or water system projects and plans for subdivision of land parcels, inspects sites to verify compliance with related codes, investigates and monitors public health issues relating to land development programs, prepares written reports of investigative findings and consults with numerous professionals and regulatory agencies to coordinate project efforts. This is the full-performance level of the Engineering series where incumbents are expected to use independent judgment in performing work on projects of considerable size or on several smaller projects. This classification differs from the higher-level Senior Engineer level in that incumbents in that title are responsible for a broader scope of work, directing and reviewing the work of lower-level engineering staff, and the requirement to possess a Professional Engineer’s license. Work is performed with little or no check during progress; however, the supervisor may check overall work to ensure that trade standards are met upon completion. Does related work as required.

- (1) Experience in a trade does not include home renovation projects by a homeowner for their home or others. General Contracting experience may be accepted, but candidates must demonstrate hands-on experience within a trade. Under the direction of the Commissioner of Emergency Services or his/her designee, the incumbents in this position directs, coordinates and controls administrative and operational activities of the Fire Services Division, including but not limited to the Grasslands Fire Brigade, Cause and Origin Team, Special Operation Teams, County Fire Code Enforcement and the Fire Training facility. The incumbent plans, develops and assesses the ready status and effective execution of the aforementioned teams and facilities. The incumbent is responsible for the formulation of policies and procedures for the fire services programs provided by Westchester County and acts as the County Fire Coordinator for fire mutual aid and in coordinating assets within the structure of the NYS Fire Mobilization and Mutual Aid Plan. Considerable technical skill and independent judgment must be exercised. Supervision is exercised over a number of specialized technical staff as well as numerous hourly instructors.
