Located in the Department of Social Services - White Plains: Under the general supervision of the Commissioner or a Deputy Commissioner level position, an incumbent of this class functions as the chief fiscal officer of a large County Department or for directing a countywide fiscal function having significant impact on governmental operations. Responsibility involves directing, coordinating and implementing short and long-range fiscal and budgetary policies, programs and procedures. Considerable discretion for exercising independent judgment is expected as incumbents supervise and monitor all financial procedures relating to general fiscal operations, budgeting, auditing, financial analysis and reimbursement activities. In addition, incumbents must make frequent policy and operational decisions, maintain extensive liaison with various Commissioners and/or managers within their own department and maintain effective working relationships with funding and contractual agencies as well as local, state and federal regulatory agencies. Incumbents also represent their Department in meetings with other County officials, auditors, representatives of federal and state agencies, officials of banking and lending institutions, regulatory and contractual agencies. Incumbents supervise a large number of professional and technical staff with the assistance of other administrative supervisors. Does related work as required.
Required
A Bachelor's degree in accounting, business administration, finance, economics or a closely related field, including twenty-four credits in accounting, and nine years of experience where the primary function of the position was in financial operations; four years at a supervisory level which included or was supplemented by two years of administrative experience.
Substitutions
Satisfactory completion of a Master’s degree in accounting, business administration, finance, economics or a closely related field may be substituted for one year of the above general experience.

Located in the Department of Social Services: White Plains: Under general supervision and located in the Department of Social Services, the incumbent of this class participates as part of the leadership team managing the department’s Finance division, responsible for supervising and coordinating the revenue accounting activities of the Reimbursement Unit, the primary focus of which is the projection and analysis of Federal and State aid calculation rates and the analysis of programmatic data with a view towards optimizing revenues derived from this aid, as well as in forecasting revenues for budget preparation and strategic operational planning purposes. Responsibilities involve participating with and supervising a team of both professional and technical support staff in performing complex reimbursement analyses, financial modeling and forecasting based on complex automated system reporting mechanisms from the Welfare Management System and internal programming reports to determine if mandated reimbursement metrics have been achieved. Wide latitude is given for independent decision making authority in collaborating with managers of multiple related units engaged in federal and state claiming functions, such as Program Refunds and Recoveries, Trust Accounting, and annual budgeting to optimize federal and state aid reimbursement opportunities available to the department and for long-range operational reporting and planning if estimated revenues fall short. In addition to keeping abreast of trends in the field, the incumbent is also responsible for integrating and updating automated reimbursement reporting systems in collaboration with the Department of Information Technology and third party vendors, as well as ensuring the consistent application of complex reimbursement methodologies, formulas and calculations in the analyses of Federal and New York State reimbursement aid rates and calculations. This position serves as backup to the Manager-Fiscal Operations supervising the Expense Unit of the division, as needed. Supervision is exercised over a substantial number of professional, technical and administrative support staff. Does related work as required.
Required
Bachelor's degree and seven years of fiscal experience working with state and federal program regulations, reimbursement methodologies, cost accounting systems or performing complex statistical accounting, three years of which must have been in a supervisory capacity.
Substitutions
Satisfactory completion of 30 credits towards a Master's degree in finance, accounting or public administration may be substituted on a year for year basis for up to two years of the above stated experience.
