- Bachelor's degree and seven years of fiscal experience working with state and federal program regulations, reimbursement methodologies, cost accounting systems or performing complex statistical accounting, three years of which must have been in a supervisory capacity.

- Satisfactory completion of 30 credits towards a Master's degree in finance, accounting or public administration may be substituted on a year for year basis for up to two years of the above stated experience.
