Located in the Department of Public Works and Transportation - White Plains: Under general supervision, the incumbent acts as a project manager in the coordination of multiple simultaneous capital improvement projects through all stages of development including, immediate and long range planning, capital planning, consultant selection and coordination, design management and review, assembly of bid documentation, contractor oversight, quality assurance and warranty administration. The project manager is responsible for the full cycle of capital projects to ensure project goals are achieved. An incumbent allocates capital resources in accordance with department procedures and in keeping with long-term planning strategy. Supervision may be exercised. Oversight over professional and non-professional engineering consultants is a responsibility of the class. Does related work as required.
Required
Either (a) a Bachelor’s Degree in engineering or a related field, and six years of experience (pre-or post-degree) in engineering or construction contract administration, two years of which must have involved the oversight and coordination of consultants and/or contractors working on complex public sector capital improvement projects; or (b) Bachelor’s degree and eight years of experience (pre- or post-degree) as stated in (a).
Substitutions
A Master’s Degree in Engineering may substitute for one year of the general experience. There is no substitution for the specialized experience.
Definition
(1) Complex public sector capital improvement projects are defined as those which must have involved the coordination of two or more of the following trades: plumbing, electricity, carpentry, masonry, welding or HVAC. (2) Construction contract administration is defined as work which may include, but is not limited to, two or more of the following areas: project budgeting; cost estimating and control; project planning and scheduling; monitoring of construction progress; preparing project and/or bid specifications; ensuring code compliance; meeting with contractors and/or architects to discuss project issues, or authorizing payment on completed work in accordance with contracts.
Special Requirements
Depending on work assignment, must meet standards of OSHA regulation 1910.134 Respiratory Protection, and will be required to meet Federal, State and local standards with respect to health and safety.
Notes
(1) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek. (2) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.
Special Notes
Education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
