Westchester County strives to promote professionalism and superior customer service throughout its workforce. The Department of Human Resources has utilized best practices in management, technology and the out-of-the-box thinking needed to facilitate innovative solutions that enhance the services we provide the public, our county departments and 121 local government agencies under the commissioner’s jurisdiction.

Our civil service recruitment and selection team serves over 10,000 candidates annually to ensure Westchester taxpayers have a talented, diverse workforce able to meet the needs of a growing County now and in the future. As required by law, we maintain detailed employment records for more than 30,000 employees of Westchester County, Westchester Medical Center, and 121 cities, towns, villages, schools and fire districts, and conduct 2,500 pre-employment background checks annually. 

The Department of Human Resources and its staff of 45 professionals have implemented myriad programs including an online performance appraisal system, a state-of-the-art civil service examination management system, a countywide Telework Program, a comprehensive decentralized continuous recruitment testing program, automated workflow approval processes as well as re-engineering civil service administration. This has resulted in significant improvements in customer service and civil service administration, putting Westchester County on the map as a place of best practices in many areas, as indicated time and again by New York State oversight agencies.

The positions under our jurisdiction represent a wide variety of careers. Under New York State Civil Service Law, individuals seeking employment in the competitive class of civil service must compete in an examination process for selection by merit and fitness.

Examinations may be specifically scheduled (periodic) and open to the public, or open to current permanent employees only (promotion), or they may be held as continuous recruitment examinations. Testing utilizes many formats, including written examination, training and experience evaluation, PC-administered tests, performance tests, language proficiency tests, and agility tests.

For each examination, we publish a detailed announcement specifying the minimum qualifications that need to be demonstrated in order to gain admission to the examination. Please read all materials carefully, as the application fee is non-refundable.

Westchester County's Summer employment program offers job opportunities in various departments and facilities.

Jobs include Seasonal Park Rangers with our Public Safety department, parks and pool attendants, lifeguards, laborers and office workers. Pay depends on the job title, work involved and experience required. The minimum hiring age is 16 years old (with some exceptions). There is no maximum age limit. Preference will be given to Westchester County residents.
