Located in the Department of Environmental Facilities – New Rochelle: Under general supervision, an incumbent of this class will research issues, formulate plans and recommend implementation of programs related to recycling. Further, an incumbent ensures programs are in compliance with federal, state, and local laws. An incumbent assists with planning for implementation of programs, and reviews and evaluates existing programs, systems and procedures relating to the solid waste management. The position involves considerable contact with municipal officials, other County departments, and private organizations. There is considerable leeway for independent judgement and initiative in carrying out assigned projects. Does related work as required.
Required
A Bachelor's Degree and three years of experience in the administration and/or implementation of programs related to sustainability or environmental management, including or supplemented by one year of experience in a supervisory capacity.
Substitutions
Satisfactory completion of 30 credits towards a Master’s Degree may be substituted for one year of the above stated general management experience. There is no substitution for the supervisory experience.
Special Requirements
Depending on work assignment, must meet standards of OSHA regulation(s) 1910.132-140 - Personal Protective Equipment, and will be required to meet Federal, State and local standards with respect to health and safety while in the title.

The incumbent conducts on-scene investigations and in-hospital investigations by interviewing witnesses and recording detailed observations of the scene and obtaining physical and trace evidence. Investigations are also performed to confirm or disprove the results suggested by autopsies and toxicological analyses. The incumbent also assists in performing professional laboratory work in the investigation of evidence related to unusual deaths. Tours of duty cover any period of day, night, weekends, and holidays; incumbent may be called for any county emergency. Does related work as required.
Required
A high school or equivalency diploma and either: (a) a Bachelor's Degree in Forensic Science; or (b) a Bachelor's Degree in Criminal Justice, Medical Technology, Biology, Chemistry, or related healthcare field, plus one year of experience working in a mortuary establishment, a clinical laboratory or a forensic science laboratory; or (c) an Associate's Degree as stated in (b) plus three years of experience as stated in (b); or (d) certification as a paramedic issued by an accredited training institution plus two years of experience in the field; or (e) possession of licensure and current registration issued by the State of New York to practice as a registered nurse or Physician's Assistant.
