Under general supervision, an incumbent of this position is responsible for the administration of the Health Insurance Plan and Worker's Compensation Program for Westchester County, A considerable amount of independent judgment is exercised in implementing program guidelines and ensuring that unit operations comply with all Federal and State rules and regulations, as well as departmental policies and procedures as they pertain to health insurance and worker's compensation plans. Responsibilities involve assisting in the day to day management of the office, acting for and on behalf of the Benefits Manager in his/her absence. Work also involves developing and maintaining substantive relationships with third party program administrators, department heads and/ or their designated staff in all County departments to keep informed of benefits programs. Supervision is exercised over a small number of subordinate program and clerical personnel. Does related work as required.
- Required
- A Bachelor’s Degree and three years experience where the primary function of the position was in the administration of employee benefits plans, one of which was at the supervisory level.
- Substitutions
- Satisfactory completion of 30 credits towards a Master’s Degree may be substituted on a year for year basis for up to two years of the required experience. There is no substitution for the one year of supervisory experience.

- (1) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek. (2) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.

- Education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
