Located in the Department of Solid Waste Commission - White Plains: Under general supervision of the Executive Director and/or Deputy Director of Solid Waste Licensing, an incumbent in this position is responsible for supervising and participating in the inspections, investigations, research and related program support and staff functions for the Westchester County Solid Waste Commission related to the Westchester County Solid Waste and Recyclables Collection Licensing Law. The incumbent is also responsible for the training and supervision of inspection staff. Duties involve handling the most complex investigations and data analysis; maintaining substantive liaison with various Federal, State and local law enforcement agencies during multi-agency criminal and regulatory investigations for consultative purposes, technical guidance and external systems and database access to assist in identifying potentially fraudulent or criminal activity; coordinating, directing and supervising inspections of transfer stations and vehicles engaged in refuse collection, transport, processing or disposal; conducting visits to construction sites to identify unlicensed companies engaged in the solid waste operations in Westchester County. Supervision is exercised over Inspection and support staff. Does related work as required.
Required
A Bachelor's Degree and five years of experience conducting investigations, inspections or audits, two years of which must have included responsibility for the supervision or training of staff.
Substitutions
Satisfactory completion of a Master’s Degree in Public Administration or a closely related field may be substituted for one year of the required experience. There is no substitution for the two years of supervisory or training experience.
Special Requirements
Possess and maintain a valid license to operate a motor vehicle in New York State.

(1) The number of years of experience required in the minimum qualifications is based upon the presumption of full-time employment. Part-time experience will be prorated based on a 35 hour workweek. (2) Verified and documented volunteer (unpaid) experience will only be credited when specifically allowed by the job description or examination announcement.
Special Notes
Education beyond the secondary level must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
