Under general supervision, an incumbent of this class performs a wide variety of journeyman level electrical installation, repair and maintenance work. The journeyman is fully proficient in the skills and practices of the trade, with full knowledge of the principles, tools and techniques required to complete projects independently and in an efficient and safe manner. Responsibilities involve planning and laying out jobs, determining the methods, techniques, materials, and devices best suited to perform projects, and maintaining necessary supplies to perform all job duties as assigned by work order or by oral instruction. Work also involves performing regularly scheduled inspections and taking corrective action as needed; maintaining an inventory of equipment and supplies; preparing purchase requisitions in accordance with departmental policies, and keeping detailed records of all work and inspections performed. While considerable leeway is given for independent action, job duties are performed in accordance with the National Electrical Code, OSHA standards and departmental protocols. Further, all work is monitored for compliance with trade standards by a Senior Maintenance Mechanic III (Electrician) who serves as a departmental “Master Electrician”, and technical advisor. This class is distinguished from the higher level by the requirement for licensure, as well as the complexity of assignment. Does related work as required.

- Either: (a) graduation from high school or possession of an equivalency diploma and four years of experience performing electrical work; or (b) four years full-time experience under a journeyman electrician that provided training equivalent to that given in an apprenticeship program.

Under general supervision, the incumbent is responsible for the efficient operation, maintenance and repair of a Type IB (more than 2.5 million gallons per day [mgd]) and IIB (less than 2.5 mgd) Water Treatment Plant containing facilities for chlorination, corrosion control, Ultra-Violet (UV) Treatment, as well as distribution. An incumbent plans and gives direct supervision to a wide variety of operation, maintenance and repair staff. Work is performed with considerable independence in accordance with operating procedures, departmental goals and environmental standards. An incumbent is fully proficient in the skills and practices of the trade, with full knowledge of the principles, tools and techniques. The Assistant Water District Superintendent supervises at least one Water Treatment Plant Operator - IIB and may supervise a number of operators and mechanics. Does related work as required.

- Possession of a Grade IIB (or higher) Certification as a Water Treatment Plant Operator and Grade D certificate issued by the New York State Department of Health under Part 5 of the State Sanitary Code; and high school, trade school or equivalency diploma and five years of experience in the operation or maintenance of a water treatment plant, including four years as a water treatment operator or trainee.

- (1) Possess and maintain valid New York State Grade IIB and Grade D certificates while in the title. (2) Possess and maintain a valid license to operate a motor vehicle in New York State. Under general direction of the Deputy Commissioner of Health, an incumbent in this class directs the Bureau of Environmental Quality of the Department of Health. Responsibilities include planning, developing, supervising, executing and administering the Environmental Quality programs, which include engineering services related to water supply, water pollution control, solid wastes, air quality, land development, swimming pools, radiological health and general sanitation programs, and which are primarily concerned with implementation of the County and State Sanitary Codes and the New York State Public Health Law and New York State Environmental Conservation Law through enforcement and education. Under the powers granted by the New York State Health Department and New York State Department of Environmental Conservation, the incumbent serves as the department’s primary local public health engineer, who is authorized to act as their agent in approving the engineering plans issued by the Bureau of Environmental Quality, and is responsible for the engineering management of all approvals of the various environmental quality programs of the bureau. Supervision is exercised over a substantial number of professional and highly specialized staff of engineers, sanitarians, and technicians, as well as clerical personnel. - Possession of a valid license and current registration to practice as a Professional Engineer issued by New York State and either: (a) a Master's degree in public health engineering, sanitary engineering, environmental engineering or closely related field; and nine years of sanitary or public health engineering experience (pre- or post-licensure), six years of which must have been in a supervisory capacity; or (b) a Master's degree in chemical or civil engineering, with major emphasis in sanitary, environmental or public health engineering and nine years of experience (pre- or post-licensure) as stated in (a), including the six years of supervisory experience.
